He was predeceased by: his father Frank Harper; his wife Regina Maricelli Harper; his mother Mittie Fowler Harper; and his siblings, Frank "Bo Peep" Harper, Bobbie Harper Evans and Donald "Donnie" Ray Harper.

He is survived by: his sons, Billie Joe Jr. Harper (Russiel), Boyd Harper (Paula) and Brian Harper; his sister Betty Young; his sibling's children, Cindy Mulkey (Joe), Monna Myers (Keith), Bart Young (Maryanne), Buddy Harper (Jo), Donald Ray Harper (Denise) and Brad Pippin (Becky); his sister-in-law Ann Harper; and his grandchildren, Blake Harper, Brandin Harper, Loryn Harper, Bailey Harper, Baillen Harper, Ava Rutnicki and Greyson Harper.
