He is survived by: his wife Sherry Lynn Shugart; his mother Clara Shugart; his sister Vickie Shugart; and his daughters, Lorrie Brown (Jack), Elizabeth Shugart Behm (Matthew) and Heather Shugart Montoya (Bubba). He is also survived by grandchildren and great-grandchildren, nieces and nephews.
