He was predeceased by: his father Charles Ray Higgins, Sr.. He is survived by: his wife Janice Higgins of Wisner; his daughter Dana Talbert of Winnsboro; his mother Elizabeth Watkins of Wisner; and his siblings, Todd Higgins (Gayle) of Texarkana, TX and Charlotte Thornhill. He is also survived by two grandchildren; one great-grandchild; and many other family members and friends.
