He was predeceased by: his parents, Omer Noel and Mary Noel (Salisbury); his grandchild Sasha Warner; and his siblings, Everette Noel, Helen Noel, Errol "Queenie" Noel, Robert "Bobby" Noel, Albert "Ted" Noel, Harry Noel, Jean Glenn and David Noel.
He is survived by: his children, Kathleen Taylor (George Warner) of Coventry, Richard J. Noel Jr. (Shelley) of Houston, Elaine "Noel" Brown of North Kingstown and Kenneth Noel of West Warwick; his grandchildren, Richard J. Noel III, Emily Costillo, Kenneth "Ryan" Noel, Melissa Taylor, Joelle Warner, Kristina Taylor, Angela Brown, Marie Brown and Kayla Shewchuk; and his great grandchild Richard J. Noel IV "Joey". He is also survived by 16 great-grandchildren and four great-great-grandchildren with a fifth great-great-grandchild.
