He was predeceased by: his parents, Frank Carter and Jane Carter (Hill); his wife Alicia (Allen); his daughter Julie; his son-in-law Bill Schmidt; and his siblings, Joan, Jean, June, Jane and Allan.

He is survived by: his grandchildren, Meridith, Reid, Abigail, Ian, Will, Colin, Aidan and Charlotte; his great grandchildren, James, Gwyneth Hayden, Julia and Emme McLaughlin; his children, Cathy Schmidt of Brigantine, NJ, Ed, Cheryl Carter of Chester, NH, Andrew and Elizabeth Carter of Chantilly, VA.; and his sister Joyce.
