He was predeceased by: his parents, Daniel "Joe" Welch and Elizabeth "Sis" Welch (Rouse); and his siblings, Daniel Welch, Carol Lynch (Welch), Helen Pollard (Welch), Donald "Donny" Welch, Elaine "Tee" Cowing and Barbara "Barbie" Welch.
He is survived by: his wife Frances Welch (McCannell); his daughters, Helen Clinton (John Clinton), Grace Sampson (David Sampson) and Kristine Mahan (Edward Mahan); his grandchildren, John Clinton, Jr., Caroline Clinton, Katherine "Katie" Sampson and Lilah Mahan; and his great grandchildren, Ronan Clinton and Mary Clinton. He is also survived by relatives and close friends.
