We announce the death of Carmencita W. Phillips in Baltimore, Maryland, who passed away on July 18, 2026, at the age of 99. Carmencita will be remembered by family members, friends, and others whose lives were connected in meaningful ways. She was predeceased by: her parents, Jacob Edward Whaley and Nimmie Victoria Shepard; her husbands, La Vern Phillips Sr. and Donald Hogan; and her brothers, Kendall and Nolan Whaley.
She is survived by: her sister Willena "Willie" Cowan; her daughter Connie Raynor; her grandchildren, Tony Raynor and Deanna Cundiff; her son La Vern Phillips Jr. (Beverly); her grandchildren, Jeff Loehr, Sean Phillips and Olivia George; her daughter Sharon St. John (Bill); her grandchildren, Jacob Jones, Teresa Williams, Pam St. John and Billy St. John; her daughter Victoria VanDermark (Dennis); her grandchildren, Shauna Belue, James Michael Holder and Taylor Holder; her daughter Marilyn Creadle; and her grandchildren, Cristie Hendrickx, Alexis Pierson and Dombrovski. She is also survived by her 31 great-grandchildren and 11 great-great-grandchildren.
In lieu of flowers, memorial contributions may be made to the Community Christian Church.
