He was predeceased by: his parents, Russell Richardson and Dorothy Marie Moats (Trumpower); his wife Sandra "Nanny" June Moats (Kidwell); his son William Moats; and his siblings, Wayne J., Vernon E., Robert L., Walter R., James G. Moats, Mary L. Bond, Patsy M. Clark and Linda B. Reed.
He is survived by: his sons, Jason Moats and Gary Moats; his sister Elva Snyder (Bunny); and his sister-in-law Betty Cole. He is also survived by ten grandchildren; several great grandchildren.
Visitation was held on Friday, May 23rd 2025 from 9:00 AM to 10:00 AM at the Minnich Funeral Home (415 E Wilson Blvd, Hagerstown, MD 21740). A funeral service was held on Friday, May 23rd 2025 at 10:00 AM at the same location.
