He was predeceased by: his parents, Andrew W. Biggs and Elizabeth Pyle Biggs; his wife Shirley Boyd Biggs; his son-in-law Robert Short; and his siblings, John Norman Biggs, Sr., Benjamin Biggs, William'Boots'Biggs and Mary Hebron.
He is survived by: his children, Robin Short, Wanda Slagle (Jimmie), Sandra Frederick (Dale), Andrea Girard (Brian) and Frank Biggs (Christy); his brother Charles Biggs; and his grandchildren, Robert Short III, Christopher Short, Karen Slagle, Edward Frederick, Steven Frederick, Jeb Girard, Nathan Girard, Hilary Gralewski and Brittany McLennan. He is also survived by 14 great grandchildren.
