He was predeceased by: his wife Linda Phipps; his children, Sherri Phipps, Charles and Brian Phipps, Sr.; his grandson Brian Phipps, Jr.; and his brothers, Tommy and Dickie Phipps.
He is survived by: his daughter Margaret Stokes (Mike) of Chesapeake Beach; and his siblings, Mary Sutton, Linda, Chester, Ronnie, Mark and Ernie Phipps. He is also survived by 9 grandchildren, 7 great-grandchildren.
