He was predeceased by: his parents, Ray Newton Blair Sr. and Beverly Jane Blair (Bowers); and his siblings, Carolyn Jane Ryan, Virginia Lee Mundey and William Wiles.

He is survived by: his wife Pamela Blair (Smith) of Clear Spring; his children, Michelle Miller (Greg) of Clear Spring and Ray Blair III (Jill) of Mercersburg, PA; his siblings, Pam Dunn, Rick Blair (Roslyn) and Wayne Blair (Pat); and his grandchildren, Brett, Wyatt, Garrett, Brenna, Abby, Brooke and Chase. He is also survived by numerous nieces and nephews.

In lieu of flowers, memorial donations may be made to Clear Spring Volunteer Fire Company, P.O. Box 400, Clear Spring, MD 21722.
