He was predeceased by: his siblings, Audra Dean Tebow and Charles Richard Milner. He is survived by: his wife Marcia Elizabeth Milner (Roseman); his children, Michael Milner of Baltimore, Mark Milner (Charlene) of San Diego, CA, Laura Brown of Middletown, MD, Monique Milner Smith of Shepherdstown, WV and Martha Boyce (Matthew) of Fort Meade, MD; his sister Alta Mae Cavanaugh; and his parents, Charles and Loleta. He is also survived by nine grandchildren, four great grandchildren.
