“CAPT Vogan was my first USNA Midshipman Company Commander, Plebe Year, 1971. Although it has been more than 50 years, I remember Chuck as both one of the best leaders of great character I ever encountered in the Navy as well as being a very decent guy. Men like him do not come around often. Best regards to his family. We have lost a great one far too soon.”
