She was predeceased by: her parents, Charles B. Mangum and Jane C. Mangum; her sister Jane C. Mulcare; and her spouse Thomas R. Rice, Jr.. She is survived by: her siblings, Joseph W. Mangum and Mary Ellen Stafford; her daughters, Norene Minnick and Ann Whiteford; her grandchildren, Mark Minnick, Jr., Michael Minnick, Molly High and Dillan Long; and her great grandchildren, Vera Minnick and Parker High.
In lieu of flowers, the family kindly requests donations be made to the Senator Bob Hooper House, in gratitude for the compassionate care they provided in Norene's final days.
