He was predeceased by: his parents, Robert Leslie Baker and Winnie Story Hice Baker; and his wife Margaret Deleetha Wiley Baker (Dee). He is survived by: his sons, Wiley Everett Baker of Glen Burnie and Wesley Kirk Baker (Annelise) of Frederick; his stepsiblings, Naida Howell (Rick) of Ocean Isle, NC, Stephanie Hice Cherry of Charlotte, NC, Gayle Hice Miller (Sam) of Lenoir, NC and David Hice; his sister-in-law Deborah Wiley Wales (Harold) of Fawn Grove, PA; and his nieces, Rebecca Lee Wales and Colleen Marie Wales Roberson. He is also survived by nephews, and cousins.
In lieu of flowers, the family is asking for donations in Richard's honor and memory to go towards Richard's Lenoir High School current renovation project, which will allow a variety of special functions, including sports, concerts, reunions, and more.
