He was predeceased by: his parents, Raymond Ray Moats and Edith Louise Moats (Shafer); his wife Orpha May Moats; his son John Miller; and his grandson John Smith.
He is survived by: his children, Melissa Smith and Charles Moats, Jr.; and his siblings, Denny Moats, Bill Moats and Beverly Smith. He is also survived by several grandchildren and great-grandchildren.
