He was predeceased by: his parents, Elizabeth Viola (Eakle) and Alvey Willis Mowen; and his siblings, Sarah Farris, Betty Bussard, Doris Farris, Roger Mowen, Alvey Mowen, John Mowen, Kenny Mowen and Marshall "Sonny" Gallion.
He is survived by: his wife Lottie Alberta "Bertie" Mowen (Sampsell); his children, Roberta Lynne Ray (Lloyd) of Shallotte, NC and Robert Elwood Mowen, Jr. (Melba) of Clear Spring; his adoptive children, Karen Anita and Paul Robert Jordan of Boonsboro; and his grandchildren, Tiffany, Megan, Jessica, Daniel, Spencer and PJ. He is also survived by 9 Great Grandchildren; and numerous nieces and nephews.
Memorial donations may be made to the family to help defray the funeral expenses.
