He is survived by: his wife Patricia Lynn Carter (Peary); his son Thomas Melvin Carter III; his sister Joyce Ross (Jim); and his sisters-in-law, Shirley Richards (late George Richards) and Rebecca Price (Kenny). He is also survived by nieces and nephews.
