He was predeceased by: his parents, Willard David and Ocie Louraine Stevens-Tolley. He is survived by: his wife Donna Lynn Lobas-Tolley; his sons, Dennis Wayne Tolley, II and James Michael Tolley; and his siblings, John L. Tolley, Barry L. Tolley and Vickie L. Tolley.

A funeral service was held on Wednesday, October 29th 2025 at 1:00 PM at the same location. A burial was held on Tuesday, November 4th 2025 at 10:45 AM at the Maryland Veterans Cemetery (1122 Sunrise Beach Rd, Crownsville, MD 21032).
