He was predeceased by: his parents, Neil Phelps-Dugan and Fay Phelps-Dugan (Dewar); and his sister Barbara. He is survived by: his brother Paul; his nieces, Erica, Ashleigh and Devon; and his nephew Joshua.
In lieu of flowers, the family suggests donations in memory of Neil be made to Elkton Vet Center, in care of the funeral home.
