He was loved and cherished by many people including: his parent Carmelina Lowe (Biondo); his brothers, Thomas C. Lowe and Gary E. Lowe; his sisters-in-law, Mary Catherine Lowe and Gail A. Lowe; his siblings' children, Megan Power (Matthew), Kristin Geonnotti (Anthony), Meredith Ham (Will), Abigail Lowe and Garrett Lowe; his aunts, Rosalie Culbertson and Doris Biondo; his father William C. Lowe Sr.; Carmelina C. Lowe. He was also cherished by many cousins, neighbors, and friends.
