He was predeceased by: his parents, Elmer Riggin and Carrie M. Hundley Riggin; his former wife Betty Riggin; his stepson Ronald Lee "Ronnie" Taylor; his brother Rev. Terry D. Riggin; his sister-in-law Barbara Riggin; and his great grandchild Caleb Paul Taylor.

He is survived by: his wife Mary Frances Taylor Riggin of Pocomoke; his daughter-in-law Jean Thornton Taylor (Charles Coulbourne) of Pocomoke; his grandsons, Wade Taylor (Christa) of Pocomoke and Scott Taylor (Casey) of Delmar; his great grandchildren, Ethan, Meredith, Riley, Blake and Colby Taylor; and his niece Arlene Gerstenmaier (Eric) of Salisbury.
