He was predeceased by: his parents, Robert Phillips and Velda Phillips; and his sister Roberta Yost. He is survived by: his wife Linda; his children, Melissa Stitt (Jason), Joyce Blankenship (Joseph) and Richard Phillips Jr. (Danielle); his grandchildren, Madison, Ryan, Abigale, Caleb, Austin, Blake, Harley and Owen; his brother Donald Phillips; and his close friends, Donnie and Beth.
