He was predeceased by: his parents, George Carter and Mildred Carter; and his brother Anthony Carter. He is survived by: his wife Vivian; his daughters, Portia Barnes (Shelby), Niambi Carter and Kelsey Carter; his sister Stephanie C. Davis (Charles); his niece Ebony C. Acosta (Nicholas); his nephew Marquis Carter; and his grandchildren, Seth and Shelby Barnes.
A memorial service will be held on Saturday, September 26th 2026 at 1:00 PM at the Rainbow Christian Family Center (2120-A Industrial Pkwy, Silver Spring, MD 20904).
In lieu of flowers, the family graciously welcomes memorial contributions. All contributions received will be presented as a collective donation to the Fairmont Heights High School Alumni Association.
