He was predeceased by: his parents, Burlie Payne and Bessie East Payne; and his son Neil Allen Payne. He is survived by: his wife Bonnie; his daughter-in-law Dawn Payne of Stockton, MD; his son Scott Payne (Gigi) of Lake Mary, FL; his grandchildren, Brock Payne (Hanna) of Stockton, MD, Joshua Grande, Jonathan Toro, Dominic Payne, Daxton Payne, Shelby Payne Heiser (Trey) of Snow Hill, MD, Alyssa Toro and Desiree Daniello; and his great grandchildren, Wesley and Kinsley Heiser. He is also survived by great-grandchildren.
