He is survived by: his brother Daryl Wise; his sister-in-law Bonnie Wise of Boonsboro, Maryland.; and his children, Russell Thomas Neal, Sr., Randall Dean Neal, Kevin Douglas Wise, Roxanne Triva Ryder and Theresa Lynn Marshall. He is also survived by thirteen grandchildren and several great-grandchildren.
