He was predeceased by: his parents, William Hughes and Mary Hughes; his former wife Patricia Noone Hughes; and his son David K. Hughes. He is survived by: his wife Beulah "Peggy" Payne; his children, James E. Hughes, Jr. (Cheryl) of Stevensville, MD and Debra A. White (Craig) of Riva, MD; and his stepchildren, John R. Payne (Beverly) of LaPlata, MD, Michael J. Payne of Poolesville, MD and Mary Ann Hall (Kirk) of Jefferson, MD.. He is also survived by 17 grandchildren and 14 great-grandchildren.
