He is survived by: his son Carl W. Baxter (Cynthia) of Bow; and his grandchildren, Matthew Baxter (Eva) of Sag Harbor, Christopher Baxter (Nicole) of New Cumberland and Caralyn Quammen (David) of Park City, Utah. He is also survived by six great-grandchildren.
