He was predeceased by: his parents, Cecil Lloyd and Lorraine McClaine Blackmore (Boyce); his brothers, Byron and Gary Blackmore; and his son-in-law Richard Robertson.

He is survived by: his girlfriend Ginny Talaga; his children, Dianna (Jerry Winer) and Christopher (Karen Blackmore); his brother David (Barbara Blackmore); his grandchildren, Adalee (Aaron Grace), Conner (Mackenzie Robertson), Brooke Blackmore and Cameron Blackmore; and his great grandchildren, Wren, Ridge, Bentley, Colton and Cooper.

If desired, memorial contributions may be made to the Clevland Clinic in Neil's name.
