She was predeceased by: her parents, Hubert Flowers and Isabell Flowers (Bump); her husband Joseph W. Baxter; her grandson Joey Baxter; and her sisters, Nancy Fuller and Betty Wright.

She is survived by: her children, Tina Hinkle (Eugene), Tamera Fitch (Don), Terry Baxter and Joseph Baxter; her grandchildren, Jodie Brook, Mickie Lear, Preston Hinkle, Brandy Hough, Johnathan Fitch, Misty Williams, Angela Thompson, Mandy Milbourne, Andrea Bolenbaugh, Jessica Cook, Cody Baxter and Danielle Baxter; and her siblings, Jean Ankney, Phyllis Koontz, Annabell Murphy (Dick), Barbara Richardson and Herb Flowers (Penny). She is also survived by twenty-five great-grandchildren; two great-great-grandchildren.
