Carl Holsinger wrote a sympathy message

“I met Victor at a Michigan Municipal League conference in Lansing. Victor gave us some very good advice on how to bring a growing Mexican population into the mainstream community. The City of Sturgis benefits from his advice today. Victor's influence goes far beyond his own family and community. He was a great guy. Carl Holsinger, former Mayor, City of Sturgis”
