He was predeceased by: his parents, Webster Bailey and Phyllis Bailey; his wife Marie; his granddaughters, Megan Elizabeth Bailey and Ellianna L. Bailey; and his siblings, Alpha Stapleton, Patsy Cox, Bonnie Young, Herman Leon Bailey and Linda Spooner.
He is survived by: his children, Candace Levitt, Webster P. "Web" Bailey III (Brandy), Herbert F. Bailey, Matthew M. Bailey (Heather) and Dale H. Bailey; his stepsons, Robert Zack, Charles Zack and Vincent Zack; his sisters, Judy Caiger, Cinda Dearing and Renee Arseneau; and his nieces, Carol Stebbens and Marie Cox Short. He is also survived by many grandchildren and great grandchildren.
