He was predeceased by: his parents, Jerry Edwin Neff and Martha Mary Neff; his sister Sandra Lee Dickerson; and his children, Martha Marie Neff and Anthony Eric Neff.
He is survived by: his wife Mary Ellen Neff; his children, Jason Nathaniel Neff, Rebecca Lynn Neff, Sarah Elizabeth Neff, Kelly Renee Neff, Nicholas Paul Neff and Benjamin Michael Neff; his foster sons, Andre'Jon Prieur, Donald Joseph Prieur and Barney Sires; his sister Candy Lou Neff; his brother-in-law John Thomas Luard (Phyllis Ann); his nephews, Matthew Aaron Luard and Mark Joshua Luard (Angela Jean); his niece Mindy Michelle Swartz (Jon Daniel); his great-nephews, Tyler Austin Ingersoll, Noah James Luard and Landon Thomas Swartz; and his great-niece Madelyn Jean Luard. He is also survived by 8 adopted children; many family pets; and an endless number of foster children, neighborhood children, friends' children and children's friends, his family, friends.
