He was predeceased by: his parents, James Phelps and Imogene Henderson (Pruett); and his sister Brenda Tishkof. He is survived by: his stepfather Walter; his sons, James Marvin Phelps, Jr. (Judy), John S. Phelps (Scarlet) and Eric W. Phelps (Karen); his grandchildren, Bryan Phelps (Jennifer), Brad Phelps, Corbin Phelps (Rebecca), Hayden Phelps, Reillie Hatley (Marshal), Hana Phelps, Grace Phelps, Faith Phelps and Emeline Phelps; his great grandchildren, Adelei Phelps, Finn Phelps, Emily Phelps and Ethan Phelps; and his sisters, Janet Wood and Carol Fieck.
In lieu of flowers, contributions in his memory may be made to the Flat Rocks Elks Scholarship Fund.
