He was predeceased by: his parents, David Riggs and Pearl Riggs (McFarland). He is survived by: his wife Donna Wehner of Fairmont; his sons, David E. Riggs III of Philadelphia, PA and Jeffrey M. Riggs; his sister Beverly J. Ruggles; and his stepchildren, Randy Strauser (Kathy), Dan Strauser and Debra Goerndt (Harold). He is also survived by seven grandchildren and six great-grandchildren.
