He was predeceased by: his parents, Harold Winter and Lorraine Winter (Hauglid); his brothers, Bill and Dennis Winter; his brother-in-law Jerry Popma; and his nephew Jamie Winter.
He is survived by: his close friend Bruce Kocourek; his children, Janna Galloway (Dave) of Bemidji, Gavin Winter (Jessica) of Pipestone and Ivy Kolquist (Blake) of Duluth, Minnesota; his grandchildren, Gwenyth, Makhi, Jack, Broderick, Kendrick, Sloane, Elyse, Sydney, Jade, Kassie, Mia, Lexi, Amelia, Vienna and Garen; his siblings, Gary Winter (Joanne), Gayle Popma and Shelly Kozlowski (Jon); his sister-in-law Linda Winter of Pipestone; Corey Bruning (Amber) of Sioux Falls, SD, Jen Stone of Flandreau, Josh Bruning (Amanda) of Canby and Abbie Metzler (Thomas) of Rapid City.
Over the years, Tom was involved in a multitude of boards and committees, donating countless hours and resources in an effort to better the community that had always been his home.
