He was loved and cherished by many people including : his parents, Tacie Peacock (Thomas) and Neal Dow Peacock; his sister Margaret Noyes; his children, Susan Carol Peacock, Jean Marie Peacock and Stephen Neal Peacock; and his grandchildren, Joseph Seng Peacock, William Seng Peacock and José Francisco Seng Peacock. He was also cherished by 15 nieces and nephews.

“Joe stood up for peace & justice in our our world community. He stood up during our church service in 2014 & expressed his alarm about the effect of big corporate money in politics. He believed the church should speak out about such issues as a moral imperative supported by church teachings about social justice and equality. He led efforts to pass a resolution supporting a move to amend the US Constituion to prohibit big money in politics. It ultimately was passed by the Presbytery,”
