He was predeceased by: his parent Cleve Carter Jr.; his stepfathers, Glen Cook and Kenneth Green; and his brother Mike Carter. He is survived by: his mother Betty Talley Green; his wife Cheryl Carter; his children, Ty Carter, Melissa Looney and Kody Carter (Angie); his grandchildren, Tyla, Cody, Summer, David, Shawnee, Mason and Noah; his great grandchildren, Creed, Raylynn, Haisley, Tinsley, Tymber, Amber and Kendra; and his brother Larry Carter (Janice). He is also survived by several nieces and nephews.
