He was predeceased by: his parents, Frederick J. Sr. Phelps and Betty Phelps; his sister Catherine Barron; and his grandson Evan. He is survived by: his children, Frederick J. Phelps III (Jay), Clint Phelps (Becky) and Lindsey Clemente (Marc); his grandchildren, Steven, Alison, Jack, Ryan, Nate, Ethan, Asher, Alexander, Isabella, Valentina and Domenico; and his sister Betsy Jarvis.
Memorials may be made in Fred's honor to the Metro East Humane Society and will be received at Barry Wilson Funeral Home, 2800 N. Center Street, Maryville, IL 62062.
