He was predeceased by: his parents, Michael Starr and Deborah Perry; and his stepfather Wilbur Perry. He is survived by: his children, Ryan Starr and Charley Starr; his sisters, Tracy E. Forney and Kathy Newlon; his nieces, McKenna Forney and Morgan McNeal; and his nephew Justin Forney (Sarah Cabanas).
