He was predeceased by: his parents, Owen Parker and Caroline Spier Whitebirch; his wife Jeanette Parker; his daughter Vanessa Toro; his sisters, Elaine Burkhart and Barbara Macalka; and his brother-in-law Bob Burkhart.
He is survived by: his children, Carlos Parker (Tamar Botvinnikov), Howard Parker Jr. (Michelle), Robert Mullins (Karie), Diana Paqan (Victor), Pamela Cassidy and Valerie Paris (Doug); his son-in-law Carlos Toro; and his siblings, Jerry Parker (Pat), Lois Rejak, Carol Jo Snyder (Scott), Cheri Parker and Denise Fouza. He is also survived by 22 grandchildren; and 11 great-grandchildren.
Visitation was held on Monday, May 11th 2026 from 9:00 AM to 11:00 AM at the Ponder Funeral Home (1120 N Main St, Sikeston, MO 63801). A funeral service was held on Monday, May 11th 2026 from 11:00 AM to 12:00 PM at the same location. The military honors was held on Monday, May 11th 2026 at 1:00 PM at the Missouri State Veterans Cemetery (17357 Stars and Stripes Way, Bloomfield, MO 63825).
