He was predeceased by: his daughter Dedra Rice; and his mother Cheryl Rice. He is survived by: his wife Barbara Rice; his daughter Melinda Rice; his stepchildren, Kimberly Watt, Ryan Watt and Tyler Watt; his sister Sandra Elliott; and his grandson Archer Ingle. He is also survived by extended family, church friends.
Visitation was held on Tuesday, September 8th 2026 from 10:00 AM to 11:00 AM at the Cullen Funeral Home (612 W Foxwood Dr, Raymore, MO 64083). A funeral service was held on Tuesday, September 8th 2026 at 11:00 AM at the same location.
Phil persisted gracefully through advanced stages of Parkinson's disease over the last fourteen years.
