He is survived by: his parents, George Higgins and Patricia Higgins (Akey) of Little River; his wife Ann Marie Higgins of Republic; his daughter Angela Cissom (Justin) of Republic; his sisters, Elizabeth Paul (David) of Clay and Ronda Grace (Cortney) of Little River; and his grandchildren, Emma, Bradley, Gabriella and Lillian Cissom. He is also survived by many nieces, nephews and cousins.
