He was predeceased by: his parents, David Melvin and Loretta Downs (Viles); his wife Wanda Sue "Subie" Downs; his sister Bertha Frances Thomson (Downs); and his brother-in-law Harry Thomson.

He is survived by: his children, Rick Downs (Sheryl), Steve Downs (Carla) and Cathy Judd (Mike); his grandchildren, Erin Phillips (Tony), Megan Downs (Aaron Siefers), Jessica Judd and Zachary Downs (Annie); and his stepgrandsons, Andrew Fuchs, Nathan Conley (Kamala) and Nick Conley. He is also survived by ten great-grandchildren.
