He is survived by: his wife Donna Sue Ashby Welch; his daughters, Teresa Welch and Debra Peters (Keith); his grandchildren, Carly Welch and Chris Hull (Jackie); his great grandchildren, Shelby Welch (Tyler), Mylie Lamb, Macy Schweppe and Lucy Hull; and his great great grandchild Jace Prather.
Memorials may be made in Joe's name to St. Jude Children's Research Hospital.
