He was predeceased by: his parents, Reverend Robert L. Higgins and Lillie B. Higgins-Bish; his granddaughter Denise; and his siblings, David Higgins, Janice Gillam and Larry Higgins.

He is survived by: his wife Judy A. Stratton-Higgins; his children, Christina and Ricky Higgins; his stepdaughter Laura Miller (Derek); his grandchildren, Lisa and Luis; his great grandchild Jana; and his siblings, Phylis Petro, Robert "Phillip" Higgins (Yaunna) and Susan Vienhage (Thomas). He is also survived by numerous nieces and nephews.
