He is survived by: his siblings, Arthur C Carter, Jr. of Grand Blanc and Joyce Mitchell of Indianapolis; his daughter Alexandria Franks of St. Louis; and his granddaughters, Carter Franks and Kinley Franks. He is also survived by several other relatives and friends.
A burial will be held on Wednesday, June 25th 2025 at the Jefferson Barracks National Cemetery (2900 Sheridan Rd, St. Louis, MO 63125).
