He was predeceased by: his parents, Cyrus Charles and Mabel Charles (Gay); his son Neal Dewayne Charles; and his brothers, Robert and Lyonel Charles.

He is survived by: his wife Betsy Downs; his sister Ganelle Reid-Gay; and his nephews, Jerry Reid, Harlan Reid, Gail Reid, Chris Reid, Randy Charles and Gary Charles. He is also survived by several nieces and nephews.
