He was predeceased by : his parents, Norman Starks and Catherine Starks (Foster); his wife Joyce Starks; and his sisters, Ellen Waggner and Wanda Eldermen.

He is survived by : his sons, James Starks and Matthew Starks; his siblings, Norman Starks, Archie Starks, Daniel Starks, Iris Wojcik and Pauline Krause; and his grandchildren, Melonie Starks, Shawna Pomeroy and Matthew Starks. He is also survived by four great-grandchildren and many relatives and friends.
