He was predeceased by: his parents, Charlie Alton Lacey and Myrtis Christine Higgs Lacey; his significant other Carol Lee Evans Lacey; his grandson Joe William Lacey II; Myrtis Christine Higgs Lacey, Algie Lee Lacey, Howard Estelle Lacey, Daniel Lacey, William, Billy and Dawn Blackmon-Rainey.
He is survived by: his children, Darlene Hays (Glenn), Jerry Lacey, Tim Lacey, Troy Blackmon, Forrest Blackmon (Amy) and Jaya Grayson (Greg); and his daughter-in-law Iris Lacey (Billy). He is also survived by 7 grandchildren and 5 great-grandchildren.
